CILG is an innovative investment programme that focuses on strategic partnerships, industrial construction and the highest ESG standards. The aim is to provide affordable living space in Germany's swarm cities.

On July 4th, Catella Project Management officially started the construction of the second largest Climate Quarter.NRW. In the first phase, 54 price-controlled apartments with 4,254 m² of rental space will be created. An additional 94 apartments and 3 commercial units have already been approved. Construction is set to begin in August, and the completion of the approximately 800-apartment quarter is planned for mid-2027. Around 100 guests, including neighbors, project partners, and representatives from politics and administration, attended the ceremonial groundbreaking ceremony on Schlüterstraße.

In Berlin-Neukölln, on Silbersteinstraße, we are developing an innovative urban district with 92 rental apartments, including 24 publicly funded units, as well as a spacious commercial area that will house a modern local supplier for the district. After intensive planning months, numerous consultations, and close collaboration with great partners, we have now officially submitted the building application – an important milestone on the path to realization. Now we keep our fingers crossed for a quick approval!

At the fourth ESG conference "Cologne let’s talk" in the cathedral city, Klaus Franken began by discussing urban development in the metropolises of Düsseldorf and Cologne with Cornelia Zuschke and Markus Greitemann, and how both cities can benefit from the gigantic financial package. We were allowed to present our CILG program as a best practice: "And residential construction is possible – affordable, profitable, and sustainable."

The next milestone for the CILG project Düssel-Terrassen: Today the building application for the second construction phase has been submitted and is now being reviewed by the city. Additionally, we are preparing a third construction site to also prepare a building application for it in a timely manner. Thus, we are getting one step closer to our goal of bringing about 150-200 housing units in the Düssel-Terrassen into construction realization still this year.

"Der Spiegel" has selected our activities in housing construction as one of the 100 hopeful candidates for the year 2025, as can be read in the year-end issue. Hope is one thing, turning it into success is another. That’s why we take this as motivation to continue approaching matters cooperatively and innovatively. As the successes show, we do not have to wait for external effects. We can indeed make a difference within the existing circumstances, especially if we do it together. In this sense, we look forward with hope and anticipation to a successful collaboration with our business partners in 2025.

Today we received the first building permit for a project of this CILG program. On December 19, 2024, the general contractor agreement was signed within the set budget, and on December 18, 2024, the contractual investor was bound – the first package is ready! The cooperation with the city, construction partners, and investors has worked. The building permit was reviewed and approved in just two months. The construction partner has already taken responsibility for the building application. Unnecessary trading stages were avoided, and the final investor was involved early on. This launch gives hope for the further steps in the CILG program.
